Highwire is a black Bicycle (which I think is a first for a transformer toy) with grey forks & handlebars and a dark blue saddle. Both wheels turn, as do the pedals (though sadly not in relation to each other) and the handlebars move from side to side. You couldn't really hope for much more. Highwire also forms the head and back of Perceptor.
He has a minicon port on one side of him. As an add on to a robot it's pretty useless but find the right car/van TF to peg him onto and it looks like they're taking their bike out for a day in the country.
TF: Fold both the pedals down, then fold the back wheel and pedals so they're sticking out the back of the bike. Separate wheels, pedals and rear frame down the middle to form the legs. Look at the front of the bike, unhook the fork on your right to form an arm leaving the other fork and wheel to form the other.
Well..... Do you remember the little robots that came with late 1980's space Lego ? Highwire looks like that ! Ball joints at shoulders and hips gives him some movement but to be honest you're better keeping the legs locked together and the arms will always be hampered by a wheel hanging off on of them !

In Japan Highwire was known as Wheelie (surely more appropriate for Sureshock ?) and came in Micron Legend pack MM-01. There is no giftset featuring the original Street Action Team.
This leads to Wheelie getting a quite striking red & black look - decent as a bike but not great in robot mode.
Dream Again is packed with the Street Action team which form Perceptor
These are the first real CD singles I've ever owned - they're the smaller size ones.
CDJapan also threw in 2 posters advertising the CDs - cool !

Wheelie is very similar to the original Highwire - the only change is making the visor on his face red and giving him a pair of white eyes
Wheelie in fact looses the white visor and the red eyes and instead has a red visor. As noted above not terribly different.
Highwire's only difference is that he's saddle is now green
